BIO:

Oleksii Sobolev is an accomplished professional with a strong educational foundation, holding a Master’s Degree in Finance from Kyiv National Economic University and a Financial Analyst Certificate from the CFA Institute (USA). His career spans the investment and financial sectors, where he notably served as an Asset Manager at Dragon Asset Management. Between 2015 and 2018, Sobolev exhibited his leadership skills as he managed projects to enhance transparency, open data, and corporate governance of state-owned enterprises, initially as an Adviser to the Minister of Infrastructure of Ukraine and later overseeing the Prozorro.Sale project at Transparency International Ukraine, focusing on IT solutions for transparent state asset sales.

Since 2018, Sobolev has been at the helm of Prozorro.Sale SE, further solidifying his expertise in governance and transparency. His impressive portfolio extends to his role as the President of CFA Society Ukraine and the Head of the Consulting Supervisory Group of CoST Ukraine. Notably, he was appointed Deputy Minister of Economy of Ukraine for Digital Development, Digital Transformations, and Digitalization in early 2023, overseeing critical aspects such as state-owned facilities management, entrepreneurship development, and the formulation of policies to achieve Sustainable Development Goals. With a proactive approach, Sobolev also ensures close collaboration with the Verkhovna Rada of Ukraine and coordinates legislative efforts within the Ministry of Economy of Ukraine.
